Erika Leonaitė

Erika Leonaitė investigates complaints regarding activities of officials of state institutions and agencies.

1999-2004 studied at the Faculty of Law of Vilnius University and obtained Master Degree in Law.
In 2013 - defended her dissertation on the topic “The Principle of Proportionality in the Case-Law of the European Court of Human Rights” at the Faculty of Law of Vilnius University, and was awarded the degree of Doctor of Science in the field of social sciences.
2004-2006 worked as the Secretary General of the Vilnius Court of Commercial Arbitration.
2006-2010 worked as a lawyer at UAB Leksinova.
2013-2017 held the positions of Assistant Judge of the Constitutional Court, Assistant and Adviser to the President of the Constitutional Court in the Constitutional Court of the Republic of Lithuania.
2020-2021 worked as a lawyer-researcher on the project “Information and Communication - Key Principles for Justice for People with Disabilities who became Victims of Crime” at the non-governmental organisation Mental Health Perspective.
2021 worked as a Head of Legal Programs at the Human Rights Monitoring Institute.
Since 1 September 2004 has been working as a lecturer at the Institute of International Relations and Political Science and the Faculty of Law of Vilnius University.
From 2019 is a member of the Legal Resilience Group of the European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE).
From 8 September 2021 is a national expert of the Council of Europe on Recommendation No. (2010) 5 “On implementing measures to combat discrimination based on sexual orientation or gender identity” of the Committee of Ministers.
On 25 November 2021 was appointed to the post of the Seimas Ombudsperson of the Republic of Lithuania by the Resolution of the Seimas of the Republic of Lithuania. The resolution came into force on 7 December 2021.
On 9 December 2021 was appointed as the Head of the Seimas Ombudspersons’ Office.

In 1981 Graduated from Rokiškis E. Tičkus Secondary School (currently J. Tumas-Vaižgantas Gymnasium).
1982-1986 Studied at Vilnius Pedagogical Institute (currently Lithuanian University of Educational Sciences) and obtained the qualification of a teacher of Lithuanian language and literature.
1987-1993 Studied at Vilnius University and obtained the qualification of a lawyer.
In 1997 Master's degree in social sciences (law) from the Justus-Liebig University of Giessen (Federal Republic of Germany).
In 2000 Obtained a doctoral degree in social sciences (law) from the Justus-Liebig University of Giessen (Federal Republic of Germany).
1986 - 1993 Worked as a teacher of Lithuanian language and literature at Rokiškis 3rd Secondary School No. 3 (currently Rokiškis Romuva Gymnasium).
2002 - 2003 Worked as a Chief Specialist at the Department of Legislation and the Department of International Law Public Law of the Ministry of Justice.
2002 - 2003 Worked as Head of the Legal and Personnel Division at the National Judicial Administration.
2003 - 2009 Served as an Adviser to the President of the Republic of Lithuania.
2016 - 2018 Served as Minister of Justice in the Government No. XVII.
2001 - present Associate Professor at the Faculty of Law of Mykolas Romeris University; Head of the Department of Constitutional Law; Head of the Department of Constitutional and Administrative Law; Deputy Director of the Institute of Public Law; Professor.
Since 27/09/2018 Seimas Ombudsperson of the Seimas Ombudspersons’ Office of the Republic of Lithuania.
