Information for applicants

The Seimas Ombudsperson is a state official appointed by the Seimas of the Republic of Lithuania who protects human rights and freedoms, investigates the complainant‘s complaints about abuse of office by or bureaucracy of officials and seeks to upgrade public administration.

The primary constitutional duty of the Seimas Ombudsperson is to protect a person’s right to good public administration securing human rights and freedoms, to supervise fulfilment by state authorities of their duty to serve the people properly.

The Seimas Ombudspersons also carry out the national prevention of torture in places of detention in compliance with the Optional Protocol to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment.

Consultations are provided for the applicants at the reception of the Seimas Ombudspersons’ Office on working days from 8 am to 5 pm on Mondays – Thursdays, and from 8 am to 3.45 pm on Fridays (lunchtime: from 12 am to 12.45 pm). The consultations are provided only in Lithuanian; Otherwise, an applicant himself/herself should seek for an assistance of an interpreter.

The Seimas Ombudspersons’ Office operates an hour shorter before the national holidays of the Republic of Lithuania.

How to submit an application:

A complaint should be delivered to the officer of the Seimas Ombudspersons’ Office, may be sent by regular post: Gedimino Ave. 56, 01110 Vilnius, or by e-mail: [email protected] (note: a complaint should be signed and scanned).

I case an applicant has difficulty in identifying the nature of the complaint we advise to come to the Seimas Ombudspersons’ Office or ask for advice by phone +370 800 22100 (consultations are provided only in Lithuanian).

A complaint must include first name and surname of the applicant or the name of the legal person; the contact information of the applicant, as well as description of the decision, or actions complained about, the date and the circumstances under which they have been performed. It is also important to note that complaints should be in conformity with the Law on the Seimas Ombudsmen, articles No. 13-17.

Reception by the Seimas Ombudspersons:

The Seimas Ombudspersons receive applicants who are registered in advance by phone +370 800 22100 via the assistance of the adviser to the Seimas Ombudspersons.
