International Relations

International Cooperation is an important element of work of the Seimas Ombudspersons’ Office because it provides a platform for discussion on protection of human rights and freedoms and empowers the Seimas Ombudspersons to promote their work as well as share best practice and know-how. The Seimas Ombudspersons share their experience with both mature democracies, where human rights protection has a long tradition as well as with the new democracies. Every year not only individual persons from foreign countries but also delegations and officials of international organisations and/or ombudsmen institutions take interest in the activities of the Seimas Ombudspersons’ Office as well as investigations and preventive work performed by the Lithuanian Ombudspersons.

Seimas Ombudspersons’ Office maintains international relations with:

International Ombudsman Institute (IOI) – we are a part of the Institute since August 1996.

European Ombudsman – in mid-December 2013, the current European Ombudsman Emily O’Reilly paid a visit to the Seimas Ombudsmen’s Office and it was the first official visit of the newly elected European Ombudsman to a foreign country.

European Network of Ombudsmen – the Seimas Ombudspersons’ Office has been participating in the activities of the Network since April 2002.

European Network of National Human Rights Institutions (ENNHRI) – even before accreditation (from 2012 until 2017), the Seimas Ombudspersons’ Office had been actively involved in the activities of the Network. On 30 September 2014 it officially became a member of the European Network of National Human Rights Institutions and in March 2017 was accredited with an “A status” by the ICC.

European Union Agency for Fundamental Rights (FRA) – the Seimas Ombudspersons’ Office is a part of FRANET, the Network established by the European Union Agency for Fundamental Rights. We submit it information on fundamental rights.

Office of the United Nations High Commissioner for Human Rights (OHCHR) – cooperation with the United Nations Commissioner for Human Rights is performed by means of provision of information on various human right issues as well as participation at events organised by the Office.

University of Florence and European University Institute – in 2014-2015 the Seimas Ombudspersons’ Office as an associated partner took part in the project “CharterClick”, iniated by the University of Florence and the European University Institute. The project aimed at creation of the Internet space in order to verify whether a particular complaint falls within the scope of the European Union Charter of Fundamental Rights.
