Being the head of the European Union's Twinning project Strengthening the Institutional Capacity of the Apparatus of the Ukrainian Parliament Commissioner for Human Rights on Issues of Human Rights and Freedoms, A. Normantas drew the attention of the participants to the fact that the expert insights were focused on a more efficient work of the Commissioner, establishing provisions of ombudsman independence required in the legislation and discussing other spheres of activities.

The presentation of expert insights was also attended by H.E. Hugues Mingarelli,EU Ambassador and Head of the EU Delegation to Ukraine as well as Marius Janukonis, Lithuania’s Ambassador to Ukraine.

Under the leadership of the Seimas Ombudsman A. Normantas, the project is implemented by experts of legal science and practice representing the Law Institute of Lithuania, the Seimas Ombudsmen's Office of the Republic of Lithuania, the Office of Equal Opportunities Ombudsperson, the State Data Protection Inspectorate, and the Law Faculty of Vilnius University. Austria is represented in the Project by the Ludwig Boltzmann Institute of Human Rights. Administrative and financial management of this two-year project is ensured by the Central Project Management Agency.

22007354 1847124032214851 8435221061437123626 nThe group of scientists and practitioners lead by Jurgita Paužaitė–Kulvinskienė, Director of the Law Institute of Lithuanian has prepared and presented in the public consultations systematic scientific and methodological insights on the improvement of the Ukrainian Ombudsman's Law and other related laws implementing the mandate of the Ukrainian Ombudsman.

The scholar pointed out that in many European countries the ombudsman institution has similar goals: it must not only be the protector of human rights but also the initiator and promoter of responsible management skills in public administration.
