2 February 2017

A. Normantas KijeveWhile in Ukraine, the Semas Ombudsman, Mr. Normantas, met with the Ukrainian justice minister, Mr. Pavlo Petrenko. The aim of the meeting was to discuss the justice system’s reforms of Ukraine and the issues concerning the strengthening of the apparatus of the Ukrainian Parliament Commissioner for Human Rights.

Speaking with Mr. Petrenko, Mr. Normantas stressed the importance of an independent ombudsperson institution in democratic societies and introduced the project implemented by the consortium of Lithuanian and Austrian teams, which is aimed at strengthening the apparatus of the Ukrainian Parliament Commissioner for Human Rights.

The project focuses on the improvement of the legal system in Ukraine, with the aim of preventing human rights violations. It is implemented under the leadership of Mr. Normantas.

Mr. Žalimas, the chair of the Constitutional Court of Lithuania, pointed out that the constitution must be a safeguard for all reforms, so they can be carried out without prejudice to the country's constitution.

The project is implemented by well-known Lithuanian experts in legal science and practice, representing the Law Institute of Lithuania, the Seimas Ombudsmen's Office of the Republic of Lithuania, the Office of Equal Opportunities Ombudsperson, the State Data Protection Inspectorate, and the Law Faculty of Vilnius University.

Austria is represented in the project by the Ludwig Boltzmann Institute of Human Rights. Administrative and financial management of this two-year project is undertaken by the Central Project Management Agency. The European Commission is providing EUR 1.5 million for the project.
