The Seimas Ombudsmen and the Chairperson of the Seimas Committee for Human Rights have discussed the human rights issues

On the occasion of International Human Rights Day, the Seimas Ombudsmen Augustinas Normantas, Raimondas Šukys, and the Chairperson of the Seimas Committee for Human Rights Zita Žvikienė have visited Šiauliai and Alytus municipalities, where they discussed human rights issues with the mayors and the executive managers of the municipalities of Alytus and Šiauliai regions.

The Seimas Ombudsmen addressed different human rights problems that were brought up to the Seimas Ombudsmen by citizens during their visits to the municipalities.

“It is necessary to discuss human rights problems with the mayors of the municipalities. Also, we wanted to get acquainted with the executives of the municipalities with whom we usually have to tackle the issues related to the bureaucracy,” noted the Seimas Ombudsman R. Šukys.

While visiting Alytus and Šiauliai, the Chairperson of the Committee for Human Rights remarked that municipalities are the closest to their residents, so they have an opportunity and duty to help them:

“Human Rights Day is observed every year in December, so it is an honour to commemorate it with human rights defenders – the Seimas Ombudsmen. Plenty of people approached the Seimas Committee for Human Rights concerning human rights violations, so the Seimas Committee addressed these problems in cooperation with the Seimas Ombudsmen.”

Later, the head of the Seimas Ombudsmen's Office, Mr Normantas, introduced the mechanism of national prevention of torture and the most relevant problems in social care institutions to the heads of the adult care institutions of the Alytus and Šiauliai regions.

Mr Normantas emphasised that not all the managers of social care facilities understand that human rights have to be respected and people do not lose human dignity with old age. “The most problems would have been solved if the managers of social care institutions had changed their attitude towards residents of social care homes,” emphasised the Seimas Ombudsman.

After visits to social care institutions, the Seimas Ombudsman draws conclusions and makes recommendations to the managers who are responsible for the supervision of social care facilities. The law regarding the Seimas Ombudsmen stipulates that the authorities must investigate the recommendations of the Seimas Ombudsmen and enter into dialogues with them concerning possible implementation of the recommendations. Moreover, they have to share the results of the enforcement of these recommendations with the Seimas Ombudsmen.
