Seimas Ombudsman expresses concern regarding social care institutions in Lithuania

Augustinas NormantasThe Seimas Ombudsman Augustinas Normantas expressed concern regarding a huge number of social care institutions in Lithuania. Lithuania has over 250 social care institutions both for children and adults, inhabited by more than 16 thousand people.

In the opinion of A. Normantas, people living in those institutions are considered inferior, i.e. not able look after themselves. Inhabitants of such institutions are not encouraged or are insufficiently encouraged to be self-dependent. Moreover, physical restraint means, such as medical belts and isolation rooms, are still applied.

“These measures degrade human dignity and for this reason in international practice it is required to stop applying them. These measures may be applied only in exceptional cases when a person poses threat to himself and others,” said the adviser of the Seimas Ombudsman Krsitina Brazevič.

Seimas ombudsmen and UN ambassador talked over National Human Rights Institution issues

 MG 0811bOn 15 July 2014, the Seimas Ombudsmen Augustinas Normantas and Raimondas Šukys, advisers to the President Jovita Neliupšienė and Indrė Pukanasytė as well as the Ambassador to the Permanent Mission of the Republic of Lithuania to the United Nations Office and other international organizations in Geneva Rytis Palauskas had a meeting to discuss the perspectives of the Seimas Ombudsmen Office to become a National Human Rights Institution.

In May, the Committee against Torture positively evaluated the activities of the Human Rights Division of the Seimas Ombudsmen’s Office in performing the monitoring of detention places, but encouraged Lithuanian institutions to make a final decision regarding the establishment of a National Human Rights Institution in Lithuania.

The Seimas Ombudsman Raimondas Šukys urges to safeguard professional rights of journalists

Raimondas ŠukysThe Seimas Ombudsman Raimondas Šukys addressed the Ministry of Culture of the Republic of Lithuania with a recommendation to draft a sample regulation, which would assure that the right of journalists’ to get/acquire information is properly implemented by governmental and municipal institutions.

In the opinion of R. Šukys, bureaucratic obstacles such as different regulations that hinder journalists from implementing their professional duties, i.e. to get information promptly and disseminate it by informing the society, cannot be tolerated.
