Seimas Ombudsmen‘s Office and UN Refugee Agency agree: the right to liberty of asylum-seekers and detention conditions in Lithuania is in need of increasing attention

20150330-GM8R5873On Monday 30 March, the conference “Is detention the only option? The issues and challenges of the detention of asylum-seekers and other foreigners in Lithuania” was held at the Parliament in Lithuania.

Jointly organized by The Seimas (Parliament) Human Rights Committee, the Seimas Ombudsmen’s Office, and the United Nations Refugee Agency (UNHCR) in Lithuania, the conference focused on the right to liberty, legitimate restrictions of that right, detention monitoring, and the launch of the UNHCR’s Global Strategy “Beyond detention.’’

The conference was attended by more than 60 participants from the Ministry of Internal Affairs, different relevant state institutions and representatives of academia, the courts and civil society. Participants discussed further developments in the field of detention that are needed in order to bring the national practice fully in line with international and European standards.

The Seimas Ombudsman has paid attention to the detention conditions of refugees in Lithuania

 MG 2625During the third quarter of the year, the Seimas Ombudsman Augustinas Normantas visited almost all the institutions that are responsible for the custody of aliens in Lithuania. By performing national prevention of torture under the Optional Protocol (OPCAT) to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the Seimas Ombudsman Mr Normantas has monitored the Foreigners Registration Centre, the Refugees Reception Centre and the Frontier Stations of Vilnius and Ignalina Frontier Districts.

After visits to all the aforementioned institutions, the Seimas Ombudsman Mr Normantas invited Renata Kuleš,a representative of the United Nations High Commissioner for Refugees (UNHCR) in Lithuania to discuss recommendations provided to monitored institutions and called for closer cooperation with Ms Kuleš in combating human rights violations regarding the custody of aliens in Lithuania.

The Seimas Ombudsman raises doubts about the need of the relaxation rooms in children socialisation centres

 MG 3995The Seimas Ombudsman Mr Augustinas Normantas raised doubts about how expedient the relaxation rooms in children socialisation centres are. However, if the decision is made that these rooms shall continue to be of use, he recommends the Minister of Sience and Education Mr. Dainius Pavalkis to take all measures to protect children rights when they are brought there.

In addition, the Seimas Ombudsman recommended minster to prevent the use of special means against children when they are put there.

After visiting children socialisation centres where the custody conditions in relaxation rooms and regulations of the placement of children in these rooms were assesed, the advisers of the Seimas Ombudsman identified that only two centers out of six do not have relaxation rooms.
