The Seimas Ombudsman has drawn the attention to the problems of care institutions for children in Alytus and Utena

A. NormantasAfter visiting care institutions for children in Alytus and Utena, the advisers of the Seimas Ombudsmen‘s Office drew their attention to the lack of personal hygiene items at the care homes, application of unproportioned disciplinary measures as well as worn out children clothes and shoes.

The advisers of the Seimas Ombudsmen‘s Office also noted that not all the institutions have registration log of the events of a negative nature or not all cases of such events are registered.

„In Alytus and Moletai care institutions for children as well as Child Support Centre of Visaginas the reduction or complete withdrawal of pocket money is still applied as a disciplinary measure. Moreover, in care institution for children of Antazavė children from the age of ten have to use their pocket money to purchase personal hygiene items,“ highlights the report of the Seimas Ombudsmen.

The Seimas Ombudsman Augustinas Normantas notes that the procedure for the application of disciplinary measures lacks a time frame for the use of them and does not meet the requirements of proportionality in all the visited care institutions for children of Alytus and Utena regions.

A. Normantas was appointed as head of the Seimas Ombudsmen's Office for the second term

Normantas A. Seimo kontrolieriusThe Parliament of the Republic of Lithuania (Seimas) appointed a lawyer, a social scientist and former Justice of the Constitutional Court of the Republic of Lithuania as head of the Seimas Ombudsmen's Office for the second term of office.

Parliament members voted for the candidacy, 51 to 20 (with 9 abstentions) in a secret ballot on 19 October. A. Normantas has been acting as the Seimas Ombudsman since 2005. Normantas held the office as the head of the Seimas Ombudsmen's Office since 2013.

According to the Law on the Seimas Ombudsmen, Head of the Seimas Ombudsmen's Office shall be appointed by the Seimas concerning the submission of a nominee by the Spokesperson of the Seimas, after the nomination is deliberated about in Committees of the Parliament.

Ombudsmen convened at the Baltic-Nordic Ombudsmen Annual Meeting

22279405 1851434028450518 5462945526613842911 nSeimas Ombudsman Raimondas Šukys and the adviser of the Human Rights Division of the Seimas Ombudsmen's Office, Kristina Brazevič attended the Baltic-Nordic Ombudsmen annual meeting in Stockholm, where they discussed issues related to the prevention of torture and the harmonization of different mandates in a daily work of an ombudsperson.

During the event, the Baltic-Nordic ombudspersons and representatives of their institutions shared insights and experiences on the challenges they face in carrying out visits to reviewable entities and collaborating with human rights defenders as well as other human rights institutions.

The issues of the involvement of the ombudsperson in the process of improving legislation were discussed at the meeting. Besides, much attention was paid to awareness-raising activities aimed at raising public awareness of human rights.
