The Seimas Ombudsman Raimondas Šukys attended discussion on National Preventive Mechanisms in OSCE region

Sukys ESBOOn 4 June the Seimas Ombudsman Raimondas Šukys attended discussion “Implementing the Preventive Mandate: Ombuds institutions designated as a National Preventive Mechanisms in the OSCE region” in Warsaw. The discussion was organized by the Association for the Prevention of Torture (APT) in cooperation with OSCE.

Mr. Raimondas Šukys introduced results of the activity of the Seimas Ombudsmen’s Office in implementing the national prevention of torture and highlighted challenges the Seimas Ombudsmen’s Office has faced since the Seimas Ombudsmen’s Office was granted a new mandate in 2014.

“When implementing the national prevention of torture the financial and human resources are a considerable challenge. And what is even more important, the implementation of NPM is aggravated by a big number of detention places in Lithuania” noted the Seimas Ombudsman.

Vigorous activities by the Seimas Ombudsmen raise public awareness about the Seimas Ombudsmen’s Office

Seimo kontrolierių įstaigaMore than a half (54%) of Lithuanian residents would know where to find protection against human rights violations. As many as 42% would seek help from the Seimas Ombudsmen. Those are the findings of a representative survey of the population commissioned by the Seimas Ombudsmen’s Office, carried out at the end of last year.

Increased public awareness about the Seimas Ombudsmen’s Office resulted from a particularly high number of complaints examined by the office. Last year, the Seimas Ombudsmen resolved over 1 953 complaints, including ones relating to the practices of state and municipal officials.

The survey has revealed that 42% of Lithuanian citizens would apply to the Seimas Ombudsmen for protection against human rights violations, compared to 34.5% in 2013 and just 24.3% in 2012.

Researchers note that younger and more educated respondents, as well as those with higher incomes (70%) and living in major cities (58%), are more aware of the organisations to contact in cases of human rights violations.

In 2014, the Seimas Ombudsmen upheld nearly half of all complaints received and completed the complaint procedures by issuing nearly 1 800 recommendations.

A meeting on prevention of torture in adult care institutions was held in Kaunas district

 MG 4860On 11 May 2015 the Seimas Ombudsman Augustinas Normantas paid a visit to Kaunas where an introductory meeting with an administration of Kaunas municipality and heads of adult care homes of Kaunas district was conducted.

The mandate for national prevention of torture under Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) as well as peculiarities of human rights assessment were introduced to the participants of the meeting.

Further, the most significant and systematic problems that had been identified in adult care institutions during 2014 were highlighted and the progress of implementation of the recommendations issued by the Seimas Ombudsman was discussed at the meeting.
