The Seimas Ombudsman: “When addressing problems of asylum seekers, there should not be any ambiguities that could threaten interests of a child.”

 MG 5659After investigating a complaint when the Migration Department and the Foreigners Registration Centre treated circumstances differently regarding asylum of a minor in Lithuania, the Seimas Ombudsman Augustinas Normantas recommended the Minister of the Interior Saulius Skvernelis to consider a possibility to regulate the legal status of minor aliens in cases when their parents become detained.

The investigation revealed that the Migration Department granted temporary territorial asylum to a complainant and his minor son in the Republic of Lithuania. However, after the decision of the Migration Department, the Lazdijai District Court detained the complainant creating an embarrassing situation by not specifying who should take care of a detainee’s minor son.

The Migration Department defended position that the complainant's son did not have a status of an unaccompanied minor alien, whereas the Foreigners Registration Centre was convinced that the complainant’s son already had the status of an unaccompanied minor alien.

The representative of the Seimas Ombudsmen's Office attended the meeting on best practices in Moldova

11731821 1530253670568557 4650413681383620633 oThe event was organized within the framework of the UNDP program "Improving the quality of democracy in Moldova through pre-election and parliamentary support."The meeting was also attended by deputies and members of three parliamentary commissions: on human rights and inter-ethnic relations, on law, appointment and immunity and on social protection, health, and family.

During the event, the Ombudsman from Latvia Juris Jansons, the chief counsellor of the office of the Ombudsman of Lithuania Vytautas Valentinavičius, the representative of the Office of the Commissioner for Fundamental Human Rights from Hungary Lorant Chink, the adviser of the parliamentary institute from the Czech Republic, Zhindrisk Syllova, relied on the experience of the ombudsmen institutions of these countries in the field of cooperation with Parliament.At the same time, national expert Raisa Botezatu presented her point of view on the situation in the Republic of Moldova in the sphere of cooperation of the legislative body with the office of the people's lawyer.

In this connection, the people's lawyer Mikhail Kotorobay stressed the importance of successful cooperation between the institution of the Ombudsman and the Parliament with a view to their more active activities.

The Seimas Ombudsmen met the Ombudsperson of Equal Opportunities at the Seimas Ombudsmen’s Office

 MG 5670The newly appointed Ombudsperson of Equal Opportunities, Agneta Lobačevskytė, seeks to improve the activity of Equal Opportunities Ombudsperson's Office by gaining more experience from the Seimas Ombudsmen's Office, which was called exemplary in tackling human rights problems.

On 15 July 2015, the Ombudsperson of Equal Opportunities met with the Seimas Ombudsmen Augustinas Normantas and Raimondas Šukys at the Seimas Ombudsmen's Office and discussed cooperation opportunities in improving the activity of Equal Opportunities Ombudsperson's Office.

"Your institution is unique. The complaints are investigated thoroughly with clear and strong arguments, as well as sound reasoning, in written conclusions. We need to gain more experience from the Seimas Ombudsmen by devoting scrupulous attention to the quality of investigation of complaints and monitoring of the implementation of recommendations," she said.
